Introduction
More than 20 years ago, there were only a few people thinking that it could be possible the countries living under the communist regime could have a chance to think about their membership in EU or NATO. And where are they today? Many of them have already decided freely about their future. The Baltic and Central European states and some other like Slovenia, Bulgaria, and Romania have already joined the communities they felt they belong to. They are full-fledged members of NATO and EU. And they definitely do not regret their decision. They enjoy all the benefits and advantages; they enjoy stability, security, economic progress and also solidarity. They can sit at the table and form the agenda and future development in Europe; they can make decisions, which can influence the development even beyond the European continent. Those decisions are not simple and require a great share of responsibility, maturity, strategic view, constructive approach, sense for compromise and even more. The accession process is about the preparation for such situations, it is about promoting the country to the higher level of development and co-operation, it is about preparation for new opportunities and challenges, it is about preparedness to fulfill commitments.
And one of such commitments is to help countries aspiring to enter NATO and EU in preparation, or to help countries discussing about a decision to join the Euro-Atlantic family in searching answers for their questions by advises, encouragement, inspiration and by sharing their own experiences. The Slovak Republic, as a responsible and active member of NATO and EU is giving its hand to Montenegro on its way to the Euro-Atlantic family.
Uvod
Vise od dvadeset godina,postojala je samo nekolicina onih koji su smatrali da zemlje koje su bile pod komunistickim rezimom,mogu dobiti sansu da postanu clanice Evropske unije ili Nato-a.A gdje su te zemlje danas?Mnoge od njih su vec slobodno odlucile o svojoj buducnosti.Balticke i srednje-evropske zemlje kao i neke druge drzave poput Slovenije,Bugarske i Rumunije su se vec pridruzile zajednici kojoj smatraju da pripadaju.One su punopravne clanice NATO i EU.I definitivno nece zazaliti zbog te odluke.Uzivaju sve benefite i prednosti;uzivaju u stabilnosti,bezbjednosti,ekonomskom progresu i solidarnosti.Mogu sjedjeti za stolom i uticati na sva dogadjanja i buduci razvoj Evrope;mogu donositi odluke kojima ce uticati na razvoj i izvan granica evropskog kontinenta.Ove odluke nijesu nimalo jednostavne i zahtijevaju veliku odgovornost,zrelost,stratesko sagledavanje , konstruktivan pristup,osjecaj za kompromis i mnogo cega drugog.Proces pristupanja ukljucuje pripremu za sve te situacije,a to su uzdizanje zemlje do najviseg stepena razvoja i saradnje,te priprema za nove mogucnosti i izazove,kao i puna posvecenost ispunjavanju istih.
Jedna od tih posvecenosti,jeste i da se pomogne zemljama koje teze da postanu clanice EU i NATO, da im  se pomogne jos dok raspravljaju o odluci da li  da se pridruze evroatlanskoj porodici,zatim u trazenju odgovora na njihova pitanja davanjem savjeta,ohrabrivanjem,inspirisanjem i prenosenjem sopstvenih iskustava.Slovacka republika,kao odgovorna i aktivna clanica  NATO i EU,pruza ruku Crnoj Gori na njenom putu ka evroatlanskoj porodici.
Aims of the Project
A good decision can be made only when there is enough information. The decision to enter NATO and EU is a very important and fundamental one and therefore the more information is needed.
The success of the integration effort of Montenegro is one of the key factors of its further development. The Government of Montenegro has taken a brave step towards the Euro-Atlantic integration of the country by setting it as its strategic priority. Now, it has to prepare the whole country including state institutions and people for this change.
One of the goals of our project is to introduce NATO and Slovak experience from integration process and membership to Montenegrin public. The project has an ambition to increase the public awareness about the Euro-Atlantic integration, which could help people to understand better steps of the government, as well as benefits and challenges connected to them, through e.g. open public debates.
On the other hand, the intent of the project is to introduce Montenegro and its integration efforts to NATO (HQ) through its activities.
This project allows enhancing the cooperation between Montenegro and the Slovak Republic also in other areas than integration. This goal is stressed by the final conference with attendance of Ministers of Foreign Affairs from both countries, which is planned to take place in June.
Based on increased public awareness and on sufficient amount of information, the project is supposed to contribute to a higher public support for the Euro-Atlantic integration of the country.
The integration process is very complex and very challenging. Therefore, in order to achieve a smooth and fast progress, it is inevitable to prepare also officials and civil servants dealing with all the technical aspects of negotiations and fulfilling the integration criteria, and to increase their knowledge and expertise by education.
It is a unique opportunity for Montenegro to gather first hand information from high profile experts from Slovakia working for Ministry of Foreign Affairs, Ministry of Defense or in NGO sector and media, who experienced the integration process of Slovakia with all its obstacles and successes and to provide the Montenegrin public and elites with a variety of topics regarding this challenging period.
Slovakia has a lot to share. The Slovak Republic experienced the transformation process, separation from the Czech Republic and creation of its own sovereignty and joined the Euro-Atlantic family. Now, the Slovak Republic can pass its experience and knowledge further to its friends.
Ciljevi projekta
Ispravna odluka moze biti donesena samo onda kada se raspolaze dovoljnom kolicinom informacija.Odluka da se udje u NATO i EU je veoma vazna i kljucna te je neophodno posjedovanje ogromne kolicine informacija.Uspjeh u integraciji je jedan od kljucnih faktora za buduci razvoj Crne Gore.Vlada Crne Gore je ucinila hrabar korak u procesu evroatlanskih integracija time sto je integraciju odredila kao strateski prioritet zemlje.Sada,cijela zemlja, ukljucujuci sve drzavne institucije i sve stanovnike, treba da se priprema za promjene.
Jedan od ciljeva naseg projekta jeste da se crnogorska javnost upozna sa iskustvom Slovacke u integraciji i clanstvu u NATO-u.Projektom se zeli uvecati svijest javnosti o evroatlanskim integracijama,te pomoci ljudima da bolje razumiju poteze i aktivnosti vlasti,kao i benefite i izazove u vezi sa clanstvom,a sve to ce se realizovati,putem,recimo,otvorene javne debate.
S druge strane,namjera ovog projekta je da predstavi Crnu Goru i njene integracione napore u pristupanju NATO.
Ovim projektom se namjerava uspostavljanje saradnje izmedju Crne Gore i Slovacke i u drugim oblastima, a ne samo u integracionoj sferi.Ovaj cilj ce se istaci na finalnoj konferenciji,uz prisustvo ministara inostranih poslova obje zemlje,a odrzavanje konferencije se planira za jun mjesec.
Baziranjem na jacanje javne svijesti i uspjesnim iznosenjem informacija, projekat ce doprinijeti jacanju javne podrske za evroatlanske integracije nase zemlje.
Proces integracije je veoma kompleksan i pun izazova.Stoga,u teznji da ostvarimo blag i brz progres,neophodno je pripremiti funkcionere i drzavne sluzbenike,upoznati ih sa tehnickim aspektima pregovora i kriterijumima integracije,a i uvecati njihova znanja i strucnost putem obrazovanja i dodatnih usavrsavanja.
Ovo je jedinstvena prilika za Crnu Goru da prikupi informacije iz prve ruke od eksperata iz Slovacke,zaposlenih u ministarstvu inostranih poslova,ministarstvu odbrane ili u nevladinom sektoru i medijima, koji su iskusili integracioni proces Slovacke sa svim mogucim preprekama i uspjesima,pa bi mogli da upoznaju crnogorsku siru javnost,a i elite sa razlicitim temama u vezi sa periodima izazova.
Slovacka moze mnogo toga da podijeli sa nama.Iskusila je proces transformacije,odvajanje od Ceske republike,stvaranje sopstvenog suvereniteta i prikljucenje evroatlanskoj zajednici.Sada,Slovacka moze prenositi iskustvo i znanje na svoje prijatelje.
Strategic mission
“The Montenegro on the way to Euro-Atlantic family” is a bilateral project combining efforts of two non-governmental organizations sharing and promoting the idea of transatlantic cooperation and Euro-Atlantic integration, namely the Euro-Atlantic Club of Montenegro and the Slovak Atlantic Commission. The project is organized with a help and support of the Ministry of Foreign affairs of Montenegro as well as Ministry of Foreign Affairs of the Slovak Republic. It is financed through the Slovak Official Development Assistance (Slovak Aid) and it is also coordinated with activities of the Government of Montenegro to gain the synergic effects. The implementation of the project in the form of transferring of experience and knowledge from the Slovak integration process will contribute to strategic goals of both countries and it will contribute to creation of prerequisites for stability, security and faster development of the whole region of Western Balkans.
Strateška misija
Crna Gora na putu u Evroatlantsku porodicu je bilateralni projekat koji kombinuje napore dvije nevladine organizacije na širenju I promociji ideje transatlantske saradnje I Evro Atlantskih integracija : Evro atlantski Klub Crne Gore I Slovačke Atlantske Komisije. Sa jedne strane je finansiran kroz Slovak Aid, a sa druge je u koordinaciji Vlade Crne Gore, što daje utisak sinergije. Realizacija projekta u formi transfera iskustva I znanja iz slovačkog procesa integracije će doprinijeti da se unaprijede strateški ciljevi u objema državama I stvore uslovi da se kreira stabilnost, bezbjednost I brži razvoj cijelog regiona Zapadnog Balkana.
Time of implementation
The project is going to be implemented during the first half of 2009. And this half of the year is unique. The Czech Republic, a former communist country, a country the Slovak Republic lived in one state with till the end of year 1992, a NATO member state celebrating the 10th anniversary of its NATO membership, has a presidency in the European Union, the NATO celebrates its 60th anniversary of and Slovakia the 5th anniversary since joining the NATO and EU.
Vrijeme realizacije
Projekat će se realizovati tokom prve polovine 2009.g. Ova polovina godine je jedinstvena. Republika Češka, bivša komunistička zemlja i Republika Slovačka su živjele u jednoj državi sve do kraja 1992.g. a kao članice NATO je slave desetu godišnjicu članstva, a i predsjedavaju EU. NATO slavi 60 godina, a Slovačka 5 godina članstva u NATO i EU.
Key focus groups
The aim of the project is to address the key segments of the society in Montenegro and to contribute to an increased expertise and higher public awareness. The project activities therefore will be focused on government officials responsible for Euro-Atlantic agenda; journalists informing about foreign policy, EU and NATO issues; on young leaders and secondary school students, who are naturally “hungry” for information and can discuss the topic in their surrounding; on local governments and representatives of municipalities, who can translate the importance of integration in regions; as well as on broader public, which deserves enough information and possibility to ask relevant questions.
Ključne ciljne grupe
Cilj projekta je da pošalje ključne poruke društvu u Crnoj Gori I da doprinese razvoju I većoj pažnji javnosti. Projektne aktivnosti, u tom smislu, će biti fokusirane na službenike Vlade zadužene ta Evro Atlantske procese, novinare zadužene za međunarodnu politiku, EU I NATO probleme, mlade lidere I srednjoškolce koji su prirodno “gladni” informacija I koji mogu diskutovati u svom okruženju, službenike lokalne uprabe u opštinama, koji mogu prevesti važnost I značaj integracija u regionu, kao I na širu javnost koja zaslužuje onoliko informacija I mogućnosti da postavi relevantna pitanja.
